Parish penaltiesNovember 28, 2011 Did you know parish councils now have to register as employers with HMRC, and operate PAYE for amounts paid to the council officers? HMRC issued advice on this in February 2011, and some parishes registered immediately, when they were not required to register until 6 April 2011. Early registration has meant that penalties for late PAYE forms were automatically issued by the HMRC computer. These penalties can be cancelled if the parish applies in writing.
