On 21 July 2025, HMRC unveiled its Transformation Roadmap, outlining bold plans to become a digital-first organisation by 2030. The goal is for 90% of customer interactions to take place digitally, up from the current 76%. This shift will involve automating tax processes wherever possible and expanding digital self-service options across multiple tax regimes.
HMRC estimates that these changes will save £50 million annually. A major part of the strategy includes transitioning non-critical customer letters and reminders to a digital-first format by 2028/29, with exceptions for those who are digitally excluded.
Planned improvements include:
- Simplifying Self-Assessment registration and de-registration
- Collecting the High-Income Child Benefit Charge via PAYE tax codes
- Streamlining tax payments and refunds, including easier processing of National Insurance refunds
- Introducing the Single Customer Account Programme, offering a unified view of income and tax position within your digital account
In a move to strengthen compliance, HMRC also plans to launch an enhanced reward scheme for informants. This initiative will focus on gathering intelligence related to serious non-compliance among large corporates, high-net-worth individuals, offshore arrangements, and tax avoidance schemes.
